On December 5, 2013. Age 93. Of Gloucester City. Cherished daughter of the late Otha C. Phillips and the late Elizabeth C. (nee Fagan). Loving sister of Earl Phillips and Elizabeth Costello. Predeceased by her sister Jeanne Phillips, her brothers, Robert C. and Joseph X. Phillips and her nephew Robert Phillips. Also survived by her nieces Theresa Campanella, Mary Mahoney, Marlene Simon, Lisa Costello, Colleen Costello and her nephews, Stephen, Michael, Christopher, Mark, John and Joseph Phillips and numerous great nieces and nephews. Frances was a graduate of St. Marys High School. She loved cooking and hosting all the family holiday feasts. Frances loved all her nephews, nieces and their families like they were her own.
