Joe died peacefully surrounded by his family, including his loving wife of nearly 60 years Olive M. Driscoll (nee Pine), and his children: Denise (BJ) Glassman, Nancy (Pat) Gartland, Joe (Kim) Driscoll, Susan (Bob) Leonchuck, John (Katie) Driscoll, and Colleen Long (Joe).

He was adored and loved by his 29 grandchildren, the Glassmans: Bill (Nicole), Bob (Tiff), Kim, Krista (Cesar), Dan, Liz (Joe), Jim, and Eric; the Gartlands: Patrick (Stephanie), Erin (John), Michael (Alexis) and Sean; the Driscolls: Luke, Allison, and Liam; the Leonchucks: Michael Blaise, Rebecca, Nick, and Jeanette; the Driscolls: Catherine (Chris), Joe, Jack, Olivia, Sam, Genevieve, and Brody; and the Longs: Alexa, Madison (Obey), and Brian. He was the cherished Great-grandfather of 12, Hannah, Noah, Bobby, Kylie, Kendra, Ryan, Eli, Brielle, Rosie, John Michael, Ophelia, and Josie, with 3 more babies expected this year.

Joe was born and raised in North East Philadelphia, the son of the late Joseph P. Driscoll, Sr. and Marie Driscoll (nee Clayton), the brother of Catherine (late Jack) Dugan, Anna M. (late Don) Krapp, and the late Sr. Agnes Patricia, O' Carm. He is also survived by many nieces, nephews, cousins, and many friends, including special family friends, Chris, Julie, Colleen, Joe, and Mike.

Joe proudly served in the U.S. Airforce from 1957 – 1961, and then worked at Reading Railroad and CONRAIL as a senior quality control account specialist until his retirement in 1999. He was a resident of Bellmawr for 59 years. As a devoted member of Annunciation Parish, he served as President of the Parish Council. In 1991 Joe joined St. Mary's parish in Gloucester City, where he served as a dedicated usher, a member of St. Mary's Saints and Singers, and Co-Chair of the 150th Jubilee Celebration Committee in 1998. Joe portrayed the first Mayor of Gloucester City, Samuel Mulford, in the Irish Parade on March 4, 2018, and was also a member of the YMCA Indian Guide.

Joe "Loco" had a warm smile, a quick wit, and an ever-present twinkle in his eyes. He enjoyed walking hand-in-hand with Olive, donut days, cheering for his kids and grandkids (#goblue), reading, especially "'Twas the Night Before Christmas", jig-saw puzzles, and driving like a race car driver.

Relatives and friends are invited to his viewing on Saturday, January 23, 2021 from 10:30 AM to 12:15 PM at St. Mary's R.C. Church, 426 Monmouth St., Gloucester City. His Mass of Christian Burial will be celebrated at 12:30 PM in the church. It will also be available on livestream on Saint Mary's Church Gloucester City Facebook page for those unable to attend. Interment will be private in New St. Mary's Cemetery, Bellmawr. Those attending must wear a mask or facial covering while observing social distancing guidelines in church.
